The Armorer becomes available after being rescued from bandits at the Herbalist's Hut west of Fox Hollow.
If you manage to reconcile Liam and Matilda, he'll comment that despite initially being angered by Vermentino and Coronata forging a partnership, once he learned that Liam wasn't responsible for their woes, he thought it was about time for Matilda to "find a mister".
