Looks like identical to the Mahakaman dwarven axe. Can be found first in Chapter II, looted from the Dwarves that died fighting with the Fleders or Salamandra assassins around the non-human district at night. The corpse on Black Tern Island near Dagon's Altar also has this weapon on it.
