The console mode in The Witcher 3 general.ini file which is found in the \bin\config\base sub-folder of the game installation, and add the line DBGConsoleOn=true.
Alternatively, you can install a user mod such as the Debug Console Enabler or witcher3-booster , from Skomski. These require that files in the game directory be added, and in some cases, overwritten. In particular, the Debug Console Enabler requires that a folder named plugins and a file named dsounds.dll be copied to the \bin\x64 sub-folder of the game installation.
