This key is found in a hidden drawer opened by rotating a knife sitting on a credenza on the second story of Caesar Bilzen's home. It is used on a hidden triangular slot inside a bookcase on the other side of the room and opens a secret door to the top floor . The room is where Bilzen keeps his Nilfgaardian memorabilia.
