These gauntlets are crafted from a diagram found in the burned down hospital. It has no image in game, but resembles the Elder Blood gauntlets when worn. Despite having an Enhancement slot, it's apparently unusable.
This diagram can also be found in the large chest, located at the end of the entrance passage to the Nekker cave, during the Malena quest, although it is a very rare drop!
